As part of the dynamics of international economic cooperation by the need for mutual settlement operations, so the problem of organization of settlements is an important place for the economically active subjects, especially in a globalized economic space in the functioning of transnational structures and scale of the export, import and international financial transactions. In agreeing on the order of calculations, the participants determined the form of payment in order to fulfill the financial obligations of the agreement – regulated by means of voluntary compliance through a credit institution liabilities, characterized by specific features on the order of transfer of funds to the account, a certain kind of settlement document, as well as office procedures. The source of payment relations is the need to have one contractor expressed in the appropriate disposition, the other in shortage. This relationship gives rise as a consequence of the relationship with the lending institution. Need to accession will intensify in the subjects of international payment relationship.

В работе представлено описание экспертных проектов по оценке качества образования. Рассмотрены типы организаций, осуществляющих такие проекты. Приведены также примеры отечественных и зарубежных экспертных проектов по оценке качества образования, реализуемого с применением e-learning.

Применение Internet-технологий как для частичной поддержки очного учебного процесса (blended learning), так и дистанционного обучения (без очного контакта), базируется на специальном программном обеспечении, вопросам выбора которого посвящена данная статья. Так, наряду с применением готовых фирменных программных продуктов или разработкой вузом собственной единой системы, возможен подход, при котором каждый преподаватель может разработать свою персональную систему управления учебным процессом (теоретически это возможно). Автор статьи является сторонником такого положения, когда при наличии в вузе налаженной технологии образовательного процесса на основе стандартной (покупной) оболочки проводятся научно-методические разработки на базе создания web-сайтов в рамках творческой инициативы преподавателей.

В статье рассматривается теория всеобщего управления качеством (TQM) и ее применение к образовательному процессу. Основная цель автора – показать, как TQM действует в ситуациях неформального обучения. Изложены некоторые подходы к TQM в области образования, рассмотрены аспекты неформального обучения, а также выработаны руководящие принципы относительно того, как действовать в ситуациях, возникающих при таком типе обучения. Приводится соотношение между методикой TQM и системой управления качеством в образовании (QME). Автор приводит описание нескольких моделей «общего контроля качества», применяющихся в учебном процессе, и характеризует проблемы, возникающие при их применении. Затронуты также вопросы процедур валидации (измерения ценности) неформального обучения, а также составления системной документации по неформальному обучению на рабочем месте. Дается сравнительный анализ понятий неформального и информального обучения, а также соответствующая оценка различных элементов качества образовательного процесса. В статье отмечается, что Еврокомиссия настаивает на применении стратегий, которые «содержат механизмы, направленные на максимальное повышение качества учебного процесса как такового, а также качества процессов реализации различных концепций и функций, связанных с учебным процессом».
