Andean Waterways explores the politics of natural resource use in the Peruvian Andes in the context of climate change and neoliberal expansion. It does so through careful ethnographic analysis of the constitution of waterways, illustrating how water becomes entangled in a variety of political, social, and cultural concerns. Set in the highland town of Recuay in Ancash, the book traces the ways in which water affects political and ecological relations as glaciers recede. By looking at the shared waterways of four villages located in the foothills of Cordillera Blanca, it addresses pertinent questions concerning water governance and rural lives. Since 1949 the «Committee for Waterfront Structures» has operated on honorary base as a committee of the Society for Harbour Engineering (HTG), Hamburg, and since 1951 also as working group of the German Society for Geotechnics (DGGT), Essen. Its full designation reads «Committee for Simplification an Standardization of Calculation and Construction of Waterfront Structures», which also outlines its goals. Following on from the previous joint publications, this new edition of EAU 2004 contains the safety concept with partial safety factors in accordance with the Eurocodes or the European prestandards as well as with the new edition of the corresponding German standard, partially differing on account of practice experiences. The recommendations continue to satisfy the requirements for international acknowledgement and application with regard to planning, design tendering, the awarding of contracts, building and building supervision. Further, the inspection and accounting procedures for harbour and waterway constructions are given from uniform points of view.

The «EAU 2012» takes into account the new generation of standards, which is shortly to be introduced into the building control system; it consists of Eurocode 7, the associated national application documents and additional national regulations (DIN 1054:2010). In certain cases, partial safety factors are determined differently based on experience in practice. This means that the safety standard of sea and port buildings remains in place; the recommendations nevertheless satisfy the requirements for international recognition and application regarding the planning, design, specification, tender procedure, construction and monitoring, as well as the handover of – and cost accounting for – port and waterway systems under uniform criteria.

In the last few decades, Andean states have seen major restructuring of the organization, leadership, and reach of their governments. With these political tremors come major aftershocks, regarding both definitions and expectations: What is a state? Who or what makes it up, and where does it reside? In what capacity can the state be expected to right wrongs, raise people up, protect them from harm, maintain order, or provide public services? What are its powers and responsibilities? State Theory and Andean Politics attempts to answer these questions and more through an examination of the ongoing process of state creation in Andean nations. In particular, they focus on the critical role of emotion, imagination, and fantasy in generating belief in the state, among the governed and the governing alike. This approach pushes beyond the limits of the state as conventionally understood to consider how «nonstate» acts of governance intersect with official institutions of government, while never being entirely determined by them or bound to their authorizing agendas. State Theory and Andean Politics asserts that the state is not simply an institutional-bureaucratic apparatus but one of many forces vying for a claim to legitimate political dominion.
