Beamte glauben, dass dies in der Reihenfolge der Dinge ist. Der Autor des Buches ist anderer Meinung.

Les fonctionnaires croient que c’est dans l’ordre des choses. L’auteur du livre a une opinion differente.

C«e qualche limite di tempo nella Legge data dalla Costituzione? Se questo periodo e di 37 anni, e questo il diritto o la sua parolaccia? A San Pietroburgo oggi (il libro e scritto alla fine di dicembre 2017), gli appartamenti sono ricevuti da liste d’attesa, registrate prima del 1° marzo 1980, cioe piu di 37 anni fa. I dipendenti pubblici credono che questo sia nell’ordine delle cose. L’autore del libro ha un’opinione diversa.
